Our Approach

Community-led. Locally owned. Built to last. 

CASA Gambia exists to empower communities that are determined to take on their own challenges. We do not start with projects or budgets—we start with people. When communities identify their priorities and commit to leading change, we walk alongside them as a facilitator, partner, and trusted advisor.

For over 10 years, this approach has guided everything we do: from improving public schools and building community markets, to strengthening local organisations so they can mobilise their own resources and influence decision‑makers.


We start where communities lead

Every initiative begins with a request or a shared concern raised by the community itself—through Village Development Committees, school management, market vendor groups, or local organisations.

Together we ask:

  • What is the real problem, and who is most affected?
  • Who has the mandate and responsibility to act?
  • What can the community contribute—financially, in kind, or through time and leadership?

If there is no local leadership or willingness to co‑own the solution, we do not proceed. Empowerment starts with ownership.


We strengthen people and organisations to lead change

Infrastructure and funding alone do not create lasting impact. That is why capacity building is central to everything we do.

We invest in the skills, confidence and organisational strength of:

  • community leaders and committees
  • teachers and school management
  • women vendors and entrepreneurs
  • local civil society organisations

This includes training, coaching and hands‑on learning in areas such as governance, fundraising, accountability, hygiene, maintenance, advocacy and leadership. Our goal is simple: communities and organisations that can organise, mobilise resources, and engage duty‑bearers long after a project ends.

This is why CASA Gambia also leads national capacity‑strengthening programmes such as the Change the Game Academy in The Gambia.

We co‑design solutions that fit the local context

Working with community representatives, users, local authorities and technical experts, we carry out participatory needs assessments and feasibility studies. This helps us design solutions that are realistic, inclusive and affordable.

We focus on:

  • Practical needs, not wish lists
  • Phased solutions that show progress and build trust
  • Local materials, skills and contractors wherever possible

This process ensures that projects are not only technically sound but socially accepted and politically supported.


We mobilise local resources first

Lasting change requires shared responsibility. That is why we prioritise local resource mobilisation before seeking international funding.

Communities, local authorities, businesses and diaspora groups are encouraged to contribute—through funds, materials, labour or formal commitments. These local contributions:

  • Demonstrate ownership and seriousness
  • Strengthen accountability
  • Unlock matching funds from international partners

External funding is used to amplify local effort, not replace it.


We build partnerships and manage delivery transparently

CASA Gambia coordinates stakeholders and manages implementation with openness and care. We support transparent procurement, clear governance structures and regular communication with all parties involved.

Community steering committees oversee progress, while local and national duty‑bearers are engaged to fulfil their responsibilities. When circumstances change—as they sometimes do—we adapt our plans together, without losing sight of the intended impact.


We design for sustainability from day one

Sustainability is not an outcome—it is a capability. We therefore combine infrastructure and services with training, coaching and clear governance systems, ensuring communities can manage, maintain and improve what they have built themselves.

This includes:

  • Maintenance and financing plans
  • Clear roles and responsibilities
  • Training in areas such as governance, hygiene, fundraising or accountability
  • Ongoing coaching after handover

In many cases, CASA Gambia remains involved as a trusted advisor, supporting learning and problem‑solving over time.


We learn, adapt and keep improving

Not every journey is straightforward. Over the years, we have learned the value of patience, resilience and honest reflection. We actively document lessons—both successes and setbacks—and use them to strengthen our approach.

This learning mindset helps us:

  • Improve future projects
  • Support partners more effectively
  • Build a stronger organisation for the next generation
